What Does CE Certification for Grooming Devices Actually Mean?

The exact set depends on how the device is powered and whether it contains any radio function, but a typical battery or USB-rechargeable trimmer touches the following legislation.
EMC Directive (2014/30/EU)
Every device with a motor or electronic circuit must not emit electromagnetic disturbance beyond set limits and must tolerate normal interference. Grooming devices are usually tested against the EN 55014 family of standards. This directive applies even to simple AA-battery products, because a running motor is itself an emission source.
Low Voltage Directive (2014/35/EU)
The LVD applies to equipment operating between 50 and 1,000 volts AC. A cordless trimmer running on a single AA cell falls outside that voltage window, but the moment your product ships with a mains charger or adapter, the charger falls squarely under the LVD. Safety of the appliance itself is commonly demonstrated against EN 60335-1 together with the part-2 standard for shavers and hair clippers.
RoHS Directive (2011/65/EU)
RoHS restricts hazardous substances—lead, cadmium, mercury, and others—in every homogeneous material inside the device. It is a CE-marking directive in its own right, which surprises many first-time buyers, and it is assessed through material declarations and substance testing rather than performance tests.
General Product Safety Regulation and related obligations
Beyond the CE directives themselves, importers must deal with the General Product Safety Regulation, WEEE registration for electronic waste, battery regulations for rechargeable models, and the requirement to have an economic operator established in the EU whose contact details appear on the product or packaging. None of these produce a logo on the housing, but authorities check them just as readily.

Legally, the answer is uncomfortable for brand owners: the party that places the product on the EU market under its own name carries the responsibility.
